   <title>Health Department Hosts Conference to Improve Community Health</title>

&lt;p&gt;Dr. Camara Phyllis Jones, Adjunct Professor at the Rollins School of Public Health (Emory University) and Adjunct Associate Professor at the Morehouse School of Medicine, is one of the keynote speakers at the Summit. She is a family physician and epidemiologist whose work focuses on health equity and the well-being of the nation. &lt;/p&gt;

   <title>Agreement Allows Health Department to Continue Providing Essential Services to High-Risk Pregnant Women and Infants</title>
   <description>&lt;p&gt;The Mississippi State Department of Health (MSDH) and the state Division of Medicaid signed an agreement today allowing MSDH to continue providing Perinatal High Risk Management services to pregnant Medicaid patients and their infants across the state.&lt;/p&gt;
&lt;p&gt;The agreement also allows MSDH to discontinue the execution of a plan approved by the State Personnel Board in April that would have reduced the workforce of the MSDH Perinatal High Risk Management program. &lt;/p&gt;

   <title>Mississippi Morbidity Report: Influenza in Long-term Care Facilities</title>
   <description>&lt;p&gt;Nationally, individuals in the 65 years and older age group have been particularly affected by influenza during the current season, accounting for 50% of all influenza-associated hospitalizations.  Individuals in this age group are typically at higher risk for serious complications from influenza, have some of the highest rates of hospitalization and on average account for 90% of influenza associated deaths each year. Additionally, persons 65 and older are often residents of long-term care (LTC) facilities or nursing homes placing them at risk for healthcare-associated influenza infections.  In LTC facilities the transmission of influenza can occur between and among residents, health care providers, and visitors. The Centers for Disease Control and Prevention (CDC) has provided guidance on prevention measures and management of influenza outbreaks in LTCs, which calls for a multi-faceted approach.  Among the most important recommendations are vaccination of healthcare workers and residents and the prompt treatment of any resident with confirmed or suspected influenza with antivirals.  Another key recommendation is antiviral chemoprophylaxis of all residents in the entire LTC facility as soon as an influenza outbreak is determined.&lt;/p&gt;</description>

   <title>State Health Officer Announces Certificate of Need Decisions</title>
   <description>&lt;p&gt;Jackson, Miss. &amp;mdash; The Mississippi State Department of Health (MSDH) announces the issuance of a Certificate of Need (CON) for the following projects:&lt;/p&gt;

   &lt;p&gt;Universal Health System d/b/a Parkwood Behavioral Health System&lt;br&gt;
   Olive Branch, Mississippi&lt;br&gt;
   Construction/Renovation/Addition of 20 Adult Psychiatric Beds&lt;/p&gt;
   &lt;p&gt;Universal Health System d/b/a Parkwood Behavioral Health System has received Certificate of Need (CON) authority for the construction, renovation, and addition of 20 acute adult psychiatric beds. These beds will be housed in new construction to be added to the hospital, totaling 12,000 square feet. The project also includes the renovation of 750 square feet of existing space.&lt;/p&gt;
   &lt;p&gt;The total capital expenditure for this project is $4,835,791.&lt;/p&gt;
&lt;/div&gt;

&lt;p&gt;Neshoba County General Hospital&lt;br&gt;

Amendment to CON #R-0799 (Construction of a Replacement Hospital)&lt;/p&gt;      

&lt;p&gt;Neshoba County General Hospital has received Certificate of Need (CON) authority for an amendment to CON #R-0799 (construction of a replacement hospital).  Instead of constructing a new replacement facility, renovations will be made to the existing facility and an additional 2.5 acres were acquired for staff parking and deliveries. &lt;/p&gt;

&lt;p&gt;The original capital expenditure for this project was $53,596,688. The revised capital expenditure for this project is $31,000,000.&lt;/p&gt;

   &lt;p&gt;Rush Health System d/b/a Kemper CAH, Inc. &lt;br&gt;

   Establishment of Mobile MRI Services&lt;/p&gt;
   &lt;p&gt;Rush Health System d/b/a Kemper CAH, Inc. d/b/a John C. Stennis Memorial Hospital has received Certificate of Need (CON) authority for the offering of mobile magnetic resonance imaging (MRI) services for one-half day per week, four hours per day, on the hospital campus. &lt;/p&gt;
   &lt;p&gt;There is no capital expenditure for this project.&lt;/p&gt;
&lt;/div&gt;

&lt;p&gt;Mississippi's Certificate of Need process is a fundamental component of the state's health planning and health regulatory activities. In managing the Certificate of Need process, the Department seeks to improve the health of Mississippi residents; to increase accessibility, acceptability, continuity and quality of health services; to prevent unnecessary duplication of health resources; and to provide some cost containment.&lt;/p&gt;

&lt;p&gt;The MSDH has administered the Certificate of Need program since July 1986.  Since then, more than 1,400 Certificate of Need applications have been reviewed, representing total capital expenditures of approximately $5 billion. The next Certificate of Need monthly meeting will be May 30, 2013, at the MSDH offices in Jackson.&lt;/p&gt;

   <description>&lt;p&gt;The Mississippi State Department of Health hereby gives notice of staff recommendation for the listed project reviewed during the month of March 2013 Review Period.&lt;/p&gt;

&lt;p&gt;The staff analysis will be available and online by April 19, 2013.  Any person may request copies of the staff analysis by contacting this office in writing.  A minimum charge of $5.00 is required for each copy. The 90-day review period will run from April 19, 2013 to July 18, 2013.&lt;/p&gt;

&lt;p&gt;After the publication of the staff analyses, and before a written decision is made by the State Health Officer, there shall be no ex parte contacts between (a) any person acting on behalf of the applicant or holder of the CON or any person opposed to the issuance or in favor of the withdrawal of the CON and (b) the State Health Officer; the Director of the Office of Health Policy and Planning; the hearing officer; or the staff of Health Planning and Resource Development.&lt;/p&gt;

&lt;p&gt;The governing legislation and the Mississippi State Department of Health rules provide that any person directly affected by the proposal may request a public hearing during the course of review.  To be effective, the request for public hearing must be received by the Department within 20 days of the date of publication of the staff analysis; and must be accompanied by the required $6,000 hearing fee.  The opportunity to request a hearing on the above applications expires on May 9, 2013.  The Department will conduct such hearing within 60 days from the date of the hearing request, unless the time period is waived.&lt;/p&gt;

   <title>MSDH will now accept Multispot HIV-1/HIV-2 Rapid Test results as confirmatory evidence of HIV infection</title>
   <description>The Centers for Disease Control and Prevention (CDC) recently released recommendations regarding the expansion of laboratory criteria for the case definition of HIV infection to accommodate new multi-test algorithms. Developments in HIV testing technologies over the past few years have allowed assessment of testing algorithms that do not rely on traditional confirmatory tests such as Western blot or IFA (immunofluorescent antibody) assays. Although the Western blot or IFA can continue to be used as HIV infection confirmatory tests, the new multi-test algorithms offer additional testing options that can decrease the time required by laboratories to identify new HIV cases. Due to these advancements, the Mississippi State Department of Health will now accept Multispot HIV-1/HIV-2 Rapid Test results as confirmatory evidence of HIV infection. </description>

   <title>Administrative Hearing for Jackson Women's Health Organization Cancelled Due to Federal Injunction</title>
   <description>&lt;p&gt;The Mississippi State Department of Health administrative hearing for Jackson Women's Health Organization (JWHO) scheduled for Thursday has been CANCELLED due to a ruling issued late Monday by U.S. District Judge Daniel P. Jordan, III. &lt;/p&gt;

&lt;p&gt;The ruling blocks Mississippi state officials from enforcing the new law requiring that all physicians performing abortions at the JWHO have admitting privileges at an area hospital. The ruling also states that the Mississippi State Department of Health cannot close the clinic while it still has a federal lawsuit pending that challenges the 2012 law. &lt;/p&gt;

&lt;h2&gt;Create a Family Readiness Plan&lt;/h2&gt;
&lt;ul&gt;
    &lt;li&gt;Meet with your family and discuss why you need to prepare for disaster. Explain the dangers of fire, severe weather, and earthquakes to children. Plan to share responsibilities and work together as a team.&lt;/li&gt;
    &lt;li&gt;Discuss the types of disasters that are most likely to happen. Explain what to do in each case.&lt;/li&gt;
    &lt;li&gt;Pick two places to meet. For example:
    &lt;ol&gt;
        &lt;li&gt;Right outside your home in case of a sudden emergency, like a fire.&lt;/li&gt;
        &lt;li&gt;Outside your neighborhood in case you can't return home. Make sure everyone knows the address and phone number.&lt;/li&gt;
    &lt;/ol&gt;
    &lt;/li&gt;
    &lt;li&gt;Plan alternative transportation for your children if necessary.&lt;/li&gt;
    &lt;li&gt;Ask an out-of-state friend to be your family contact. After a local disaster, it's often easier to call long distance. Other family members should call this person and tell them where they are. Everyone must know your contact's phone number.&lt;/li&gt;
    &lt;li&gt;Plan how to take care of your pets if you must leave your home suddenly.&lt;/li&gt;
&lt;/ul&gt;
&lt;h2&gt;Stock Emergency Supplies&lt;/h2&gt;
&lt;p&gt;Keep enough supplies in your home to meet your needs for at least &lt;strong&gt;three days&lt;/strong&gt;. Assemble your disaster supply kit with items you may need in an evacuation.&lt;/p&gt;
&lt;p&gt;Store these supplies in sturdy, easy-to-carry containers such as backpacks, duffel bags, or covered trash containers.&lt;/p&gt;
&lt;p&gt;Include:&lt;/p&gt;
&lt;ul&gt;
    &lt;li&gt;A three-day supply of water (one gallon per person per day) and food that won't spoil.&lt;/li&gt;
    &lt;li&gt;One change of clothing and footwear per person, and one blanket or sleeping bag per person.&lt;/li&gt;
    &lt;li&gt;A first aid kit that includes your family's prescription medications.&lt;/li&gt;
    &lt;li&gt;Emergency tools including a battery-powered radio, flashlight, and plenty of extra batteries.&lt;/li&gt;
    &lt;li&gt;An extra set of car keys and a credit card, cash or traveler's checks.&lt;/li&gt;
    &lt;li&gt;Sanitation supplies.&lt;/li&gt;
    &lt;li&gt;Special items for infant, elderly, or disabled family members.&lt;/li&gt;
    &lt;li&gt;An extra pair of glasses.&lt;/li&gt;
    &lt;li&gt;Keep important family documents in a waterproof container.&lt;/li&gt;
    &lt;li&gt;Keep a smaller kit in the trunk of your car.&lt;/li&gt;
&lt;/ul&gt;
&lt;h2&gt;Volunteer&lt;/h2&gt;
&lt;p&gt;Health professionals, or anyone with time or skills to offer can register with the state's &lt;em&gt;Volunteers in Preparedness&lt;/em&gt; registry to speed help to those who need it in an emergency. For more specialized response, you can join the the Mississippi Medical Reserve Corps or Radiation Response Volunteer Corps.&lt;/p&gt;
